Government has announced Pradhan Mantri Kisan Samman Nidhi scheme (PM-KISAN), an income support scheme for 12 croressmall and marginal farmers, in the interim Budget. Under this, the farmers who own less than two hectare land will receive a total of Rs. 6,000 in three instalments in a year. The scheme is being introduced with a retrospective effect from December 1 and this income support scheme is on top of the other existing schemes meant for farmers and had no co-relation with the existing subsidies.
In the interim Budget, the government has earmarked Rs 20,000 crore as its first instalment for disbursement to 100 million farmers for the FY 2018-19. This amount will be disbursed before 31stMarch 2019. In the next fiscal, Rs 75,000 crore has been allocated, which can pay 12 crores farmers three such instalments.
The funds would be transferred electronically to the accounts of the beneficiaries after the lists of beneficiaries are uploaded on PM-Kisan portal. The state governments and Union Territories (UTs) will have to upload the district-wise lists on the portal. The government also said that the lists will also be displayed at the panchayat level for transparency.
More than 90% of these 12 crores small and marginal farmers are having bank accounts opened under PM Jan Dhan Yojana(PMJDY) or Basic Savings Bank Deposit schemes. Most of the state governments have distributed Feature / Smart Phones , Gas Connections and TVs to these farmers under their various welfare schemes . Hence , these farmers are also having at least one feature /basic phone, electricity in their houses and TV. Government has also announced to digitised one lac villages in coming year . In their pursuit for bring digitisations to village levels , government has given targets to banks and PPIs to achieve 30 billion digital transactions and digitisation of at least 2 merchants in each village having population of 5000 and above. Government has also initiated various measures including subsidisation of merchant discount rates , asset lite proximity payments and promotion of BBPS.
As on date , farmers are making 5 parodical utility payments ( monthly ) by cash for mobile top up, DTH , LPG refill and electricity bills. This gives an opportunity to digitise 50 crore utility payments very month . it is golden opportunity for Corporate BCs , Merchant Acquirers and Bharat Bill Payments Operators (BBPOs) to make sure that out of these 50 crore utility payments , they digitize 20% in first month ie 10 crores bills in the month March 2019 and grow exponentially .
